Will cotton waste import ban influence Chinese cotton linter market?

Import ban of solid wastes like cotton waste and spun yarn scraps took effect on Jan 1st, 2018, which will restrict import of more than 100kt of cotton waste and over 2 million tons of waste PET. In China, cotton linter pulp especially staple-grade CLP is largely made from cotton waste and scraps imported from India, so the import ban will influence the import of traders and cotton linter pulp mills as well as artificial linter even cotton linter market trends.

1. Cotton waste and yarn waste import of China in 2010-2017


MEP issued "Catalog of Imported Waste Management (2017)" on Aug 16th, 2017 that items like yarn waste (including thread waste) (52021000), garnetted stock of cotton (52029100) and other cotton waste (52029900) are involved in the list. According to customs data, cotton waste (including the above-mentioned three varieties) import of China touched as high as 200kt in 2013, which is normally around 100kt for other years. The import volume totaled 110.4kt in 2016 and amounted to 100.8kt in Jan-Nov, 2017. 52021000 and 52029900 take up the majority of the import and the volume of 52029100 is just 6-7kt per annual, which can almost be neglected.

Combed noil is the most valuable one in 52029900, which is mainly for open-end yarn production. The import under 52029900 totaled 62.4kt in 2016 and reached 59.5kt in Jan-Nov, 2017. Restrained by production cost, Chinese cotton linter pulp is made from artificial linter and mixed cotton linter, besides authentic 2nd cut cotton linter. Artificial linter and mixed cotton linter are mainly made from scraps like waste cotton yarn and other cotton waste.

China usually imports cotton waste to produce open-end yarn and the volume involved in artificial linter and mixed cotton linter production is around 30kt per annual. Therefore, import ban of waste textile raw materials will exert big impact on artificial linter, while the influence on cotton linter market is limited.

3. Conclusion
Solid waste import ban taking effect since Jan 1st is a subversive shock to plastic and textile recycling industry. Coupled with great pressure environmental protection in China, textile recycling industry is faced with re-shuffling. Meanwhile, the impact on artificial linter is also obvious while cotton linter market may not be affected much.
