US starts dumping investigation on PET resin imported from Brazil and Asian countries

The US Commerce Department is to investigate whether PET resin imported from Brazil, Indonesia, South Korea, Pakistan and Taiwan are harming local industry. US International Trade Commission(ITC) will determine by 13 November whether the imports are harming U.S. market. If the determination is affirmative, the commerce department will make preliminary anti-dumping determinations on 5 March 2018 and final determinations on 21 May.

DAK Americas, LLC, Indorama Ventures USA, Inc., M&G Polymers USA, LLC, and Nan Ya Plastics Corp., America, on September 26, 2017, filed antidumping (AD) petitions on certain polyethylene terephthalate (PET) resin (HS code 3907.61.00.00 and 3907.69.00.00) from Brazil, Indonesia, Korea, Pakistan and Taiwan.

The filing is in response to surging volumes of aggressively-priced PET resin imports from Brazil, Indonesia, Korea, Pakistan, and Taiwan. Subject import volume increased from 148.0 million pounds in 2014 to 599.8 million pounds in 2016, or by over 305 percent over that three-year period. PET resin from the subject countries continued to rapidly enter the U.S. market in the first half of 2017.

The petitioners allege that the following dumping margins exist:
